Learning and development specialist
Learning and development specialists help staff gain the skills they need to deliver safe, modern, digitally enabled care. They analyse learning needs, design and deliver learning in person and online, run the learning management system, and build career pathways. In a digital health care organisation a large part of their work is growing digital, data, and technology skills, both for specialists and for the whole workforce.

In a digital health care organisation
- Clinical and care staff need training on new clinical systems before go-live, often across shifts and sites, so learning is planned around services that run 24/7.
- Some training is mandatory, such as information governance, cyber security awareness, and safeguarding, and compliance is reported to the board.
- Growing scarce digital skills from within, through apprenticeships, reskilling, and career pathways, is often faster and cheaper than recruiting them.
- Skills frameworks such as this reference, the UK GDaD PCF, and ESCO give a shared language for skills gap analysis and development plans.
- Learning must be accessible to staff with different needs, working patterns, and levels of digital confidence.
